The Uganda Revenue Authority (URA) has moved its specialised Real Estate Tax Office from its headquarters in Nakawa to RR Pearl Tower One, a property owned by businessman and entrepreneur Dr. Sudhir Ruparelia.
The relocation took effect on September 7, 2026, as part of the tax authority’s efforts to improve service delivery and make it easier for taxpayers in the real estate sector to access specialised assistance.
In a public notice, URA announced that the Real Estate Tax Office is now located on the ninth floor of RR Pearl Tower One along Yusuf Lule Road, opposite the Ministry of Health headquarters.
Taxpayers who require services from the specialised office have been advised to take note of the new location and visit the new premises for inquiries and services related to real estate taxation.
URA said the relocation is intended to make its services more accessible and convenient while improving the way it serves taxpayers.
The move comes as the authority continues to place greater focus on Uganda’s rapidly expanding real estate industry, which has grown through increased investment in commercial buildings, residential developments and other property projects, particularly in Kampala and other urban areas.
The sector is an important source of government revenue, generating different tax obligations for property owners, developers, landlords and other participants in the real estate industry.
By establishing a specialised tax office along Yusuf Lule Road, URA is positioning its services closer to a significant concentration of businesses and property stakeholders.
The new office operates from RR Pearl Tower One, which forms part of the wider property portfolio associated with Ruparelia Group, one of Uganda’s prominent business conglomerates with investments across real estate, finance, education, hospitality and other sectors.
The presence of a specialised URA office within a property belonging to the Ruparelia Group presents a notable connection between Uganda’s tax administration and one of the country’s prominent private-sector business groups.
RR Pearl Tower also carries significance because of its connection to the Ruparelia family. The “RR Pearl” name is associated with the family and pays tribute to the late Rajiv Ruparelia, son of Dr. Sudhir Ruparelia, whose death in 2026 sent shockwaves through Uganda’s business community.
Before his untimely death, Rajiv was actively involved in the family’s business interests and philanthropic work and had become one of the notable young figures within the Ruparelia business empire.
The URA relocation comes at a time when the government is placing increased emphasis on tax compliance and domestic revenue mobilisation.
Uganda’s real estate sector has recorded significant growth, especially in Kampala, where expanding commercial and residential developments have transformed the city’s skyline while creating a large and increasingly complex tax base.
For URA, improving the administration of real estate taxes is therefore important in ensuring that property-related tax obligations are accurately assessed and collected.
The authority has continued to encourage taxpayers to voluntarily meet their tax obligations while also working to make its services easier to access.
The new Real Estate Tax Office is expected to serve as a dedicated point of contact for property owners, developers and other taxpayers seeking guidance, clarification or assistance on matters concerning real estate taxation.
For those who previously obtained services from the office at URA’s Nakawa headquarters, the September 7 relocation means future visits will now be made to RR Pearl Tower One along Yusuf Lule Road.
URA has therefore urged taxpayers, property owners, developers and other stakeholders who require assistance from the Real Estate Tax Office to familiarise themselves with the new location and plan their visits accordingly.
The relocation represents another step in the authority’s efforts to take specialised tax services closer to taxpayers while strengthening revenue administration in one of Uganda’s fastest-growing sectors.
