Police Constable Found Dead in Suspected Shooting

A police constable attached to the Counter-Terrorism (CT) unit has been found dead in a suspected suicide by shooting at Afford Agencies Limited in Namanve Industrial Park, Wakiso District.

The deceased was identified as Police Constable Allan Akandinda, 25, who was reportedly assigned to provide security at the company.

According to a police incident report, Akandinda was found dead on Sunday, October 11, after his colleagues reportedly heard a gunshot and went to establish what had happened.

The incident was reported to police at around 1pm by Assistant Superintendent of Police Steven Komakech, the CT commander responsible for Namanve Industrial Park.

Akandinda’s colleague, Police Constable Ajuna Onan Kabura, reportedly told investigators that the deceased arrived for duty at approximately 10:15am, later than expected.

The report also indicates that Akandinda had allegedly been involved in a confrontation at a bar in the Mbuya-Kinawataka area the previous day. However, details surrounding the incident and his reported detention by police had not been fully established.

According to the account provided by his colleague, Akandinda had visited Gayitano Bar, where he allegedly disagreed with a woman over payment following a sexual encounter. The dispute reportedly developed into a fight, prompting the bar manager to intervene.

Kabura further alleged that Akandinda was arrested and detained at a police station whose name was not specified in the report.

Upon reporting for duty on Sunday, Akandinda was reportedly questioned by his commander about his conduct and late arrival. The report states that he responded rudely during the exchange.

At about 1:15pm, Akandinda allegedly entered a room within the company premises and locked the door from inside. His colleagues reportedly heard a gunshot shortly afterwards.

When they looked through a window, they found him lying on a mattress in a pool of blood.

Police officers, including Kampala Metropolitan Police East Regional Police Commander SSP Justus Tashobya, CT unit personnel, officers from Kirinya Police Station and scene-of-crime experts, later visited the scene.

Investigators reportedly found the room locked from the inside, with the key still inside. A deep gunshot wound was observed on the front of Akandinda’s neck.

A police rifle was reportedly found between his legs, and one spent cartridge was recovered from the room. Investigators also noted that one round of ammunition remained in the rifle’s chamber.

The report further indicated that a hole suspected to have been caused by a bullet was observed in the ceiling. The rifle was reportedly loaded with 29 rounds of ammunition, while two magazines containing a combined 60 rounds were found on the porch.

The case was registered at Kirinya Police Station as a suspected suicide by shooting as investigations into the circumstances surrounding the incident continue.

Police had not released further details about the incident by the time of filing this report.
