Former New Vision CEO Kabushenga out of KCCA ED job race due to academic qualifications

Former New Vision CEO, Robert Kabushenga, has confirmed that he has been disqualified from the race for the position of Executive Director of the Kampala Capital City Authority (KCCA).

In a statement shared via social media, Kabushenga disclosed that he had “been notified by the Public Service Commission that I do NOT meet the minimum requirements for the job of Executive Director of KCCA.”

He further stated, “I do not hold a Master’s degree. For this reason, I will not make the shortlist.”

The race for the ED position has garnered widespread attention, particularly due to the role’s significance in overseeing the administration of Uganda’s capital city. The Ministry of Public Service has specified that applicants must be Ugandan citizens holding a bachelor’s degree from a recognized institution, as well as a master’s degree in law. Candidates must also possess at least 15 years of relevant experience in public administration, with at least three years served at a senior leadership level in government or a reputable organization.

With Kabushenga out of the race, the most prominent remaining candidates include Richard Byarugaba, the former Managing Director of the National Social Security Fund; acting KCCA ED Frank Rusa Nyakaana; and former Sports Minister in the Buganda Kingdom, Ssekabembe Ronald Kiberu, among others.

The role of KCCA ED was established in 2011, with Jennifer Musisi serving as the first Executive Director. Musisi held the position until 2018, when she resigned. The office was then held on an acting basis by Engineer Andrew Kitaka until Dorothy Kisaka was appointed in 2020. Kisaka was dismissed in September this year following the Kiteezi landfill tragedy.

Ugandans now wait in anticipation to see who will assume the role as the next KCCA ED.
