Sacked KCCA officials Kisaka, Luyimbazi, and Okello released on bail under strict conditions

The Kasangati Chief Magistrate’s Court has released the former bosses of the Kampala Capital City Authority (KCCA)—Dorothy Kisaka, the ex-executive director; Eng. David Luyimbazi, the former deputy executive director; and Dr. Dan Okello, the former director of public health—on cash bail of Shs5 million.

Additionally, Chief Magistrate Beatrice Khainza imposed a Shs100 million non-cash bond for the sureties, who are responsible for ensuring that the accused comply with all bail conditions.

The trio, which appeared before the court this morning, was released under stringent bail conditions. These conditions include not flying out of the country until their case is concluded.

The accused were also specifically instructed not to interfere with witnesses or ongoing investigations, with the court warning that any violation of these conditions could result in the revocation of their bail.

The three former bosses at KCCA face charges of manslaughter and an alternative count of causing death by a rash or negligent act, as well as other charges related to causing harm by a rash or negligent act. The charges arise from the tragedy where the Kiteezi landfill collapsed, killing 35 people and injuring others.

The prosecution accused Kisaka, Luyimbazi, and Dr. Okello of causing the deaths of 34 people and injuring 21 others through rash or negligent actions as a result of the August 10, 2024, collapse of the landfill, which they contend would not have happened had the accused not neglected their duties as Executive Director of KCCA, Deputy Executive Director, and Director of Public Health, respectively.

The trio, who denied all the charges, was arrested in October and has been on remand since.
